This ITN news clip dated the 21st January. The description states:-

‘On the 21 January 1979 3000 people living on Canvey Island staged a protest march there in the wake of the IRA bomb attack on the island’s oil refinery.’

Looks like Bernard Braine leading the march. I can see the Council Offices.
